ACA 9 — California Public Utilities Commission (CPUC) Reform: This bill would ensure that the CPUC is focused on affordable utility rates as part of their oversight.
AB 86 — Health Education Instructional Materials: This bill would standardize health education for grades K-8 by requiring the State Board of Education to adopt instructional materials for health education.
AB 87 — Density Bonus Law: This bill would ensure that proposed developments utilizing the Density Bonus Law incorporate affordable residential housing, rather than hotels. Signed by the Governor.
AB 242 — Newborn Screening for Duchenne Muscular Dystrophy (DMD): This bill would require the California Department of Public Health to expand the state’s Newborn Screening Program to include DMD.
AB 353 – CPUC Inspector General: This bill would establish an Inspector General and the Independent Office of Audits and Investigations to provide transparency and accountability into the CPUC’s internal operations and management.
AB 399 — Blue Carbon Projects in Coastal Developments: This bill would authorize the California Coastal Commission to add blue carbon projects to the list of potential mitigation measures when approving coastal development permits. Blue carbon projects capture carbon emissions and reduce pollution.
AB 693 — Office of Broadband: This bill would establish the Department of Broadband and Digital Equity under the Government Operations Agency, to serve as the centralized state department for broadband and digital equity programs within the state.
AB 823 — Protecting Californians from Toxic Microbeads: This bill would ban the sale of non-rinse-off personal care products and cleaning products containing plastic microbeads used as an abrasive to clean, exfoliate, or polish by January 1, 2029. This bill would also ban the sale of personal care products containing plastic glitter by January 1, 2030.
AB 968 — Protecting Access to Non-Hormonal Birth Control: This bill would allow pharmacists to prescribe self-administered FDA-approved non-hormonal contraception.
AB 1017 — Reporting Gas & Electric Distribution Capacities: This bill would ensure that electricity and gas rates are set by a more transparent process. This bill would require gas and electric companies to include their distribution capacity in their annual reports to the CPUC. Signed by the Governor.
AB 1055 — Residential Use of Accessory Dwelling Units (ADU): This bill would allow local jurisdictions to require proof of residential occupancy for the use of an ADU or junior ADU (JADU).
AB 1102 — Sea Level and Groundwater Rise Risk Assessments: This bill would require developers to conduct a risk assessment if they are five feet above sea level or groundwater rise and near a contaminated site.
AB 1286 — The Public Official Employment Transparency Act: This bill would require an elected or appointed official to disclose on their Form 700 any arrangements for prospective employment. This bill will ensure transparency and limit conflict of interest for elected officials during a time when they are still voting on legislation, while also planning to transition into the workforce. AB 1667 - Adding Fentanyl to the Serious Felonies List: This bill would modernize the serious felony list to include more contemporary drugs that can cause fatal harm to minors, making it a serious felony to furnish fentanyl to a minor.
AB 1677 - Reining in Energy Corporation Profits Act: This bill would reduce ratepayer bills by ensuring that the return on equity granted to an energy corporation by the California Public Utilities Commission reflects real market conditions, rather than models developed by those same corporations.
AB 1774 - Wildfire Safety and Accountability Act: This bill would require an independent audit of wildfire spending before additional expenditures are allowed to be recovered from ratepayers by electrical corporations.
AB 1788 - Travel Transparency Act: This bill strengthens disclosure requirements for nonprofit organizations that make travel expenditures for elected state and local officials.
AB 1789 - Campaign Training: This bill would promote better compliance with the state’s campaign requirements by requiring candidates and treasurers to complete a training course on their campaign duties.
AB 1862 - Use of Taxpayer Funds Act: This bill ensures that decisions about how tax dollars are spent remain in the hands of publicly accountable officials by preventing contracts that allow private entities to restrict or condition how public tax dollars are used.
AB 1910 - Public Health: Pelvic Floor Therapy Resources: This bill would help increase awareness about pelvic floor therapy as an important resource for impacted women, especially new moms, by hosting a webpage on the State Department of Public Health’s website with postpartum care resources for new mothers.
AB 2097 - Crimes: Strangulation: This bill would single out strangulation apart from other domestic violence crimes to generate data for further research, as well as to improve protections for women.
AB 2170 - The Families and Neighborhoods Safety Act: This bill would improve language access and strengthen environmental protections for overburdened communities by modifying select provisions of the California Environmental Quality Act.
AB 2201 - Protecting Medi-Cal Coverage for Californians Act: This bill would restore key flexibilities to protect the most vulnerable Californians from losing their coverage by streamlining the Medi-Cal eligibility process. In addition to closing coverage gaps, this bill will help reduce county workload and ease resource constraints
AB 2241 - Inclusive Playgrounds: This bill would ensure newly built or renovated playgrounds at public schools are made with inclusivity in mind.
AB 2253 - Protecting Consumers Against Greenwashing Act: This bill would protect consumers from deceptive recycled content claims by requiring companies that advertise recycled content in their products to maintain and make available written documentation proving the product is made of recycled materials.
AB 2289 - Office of Broadband and Digital Equity: This bill would establish the Office of Broadband and Digital Equity for the purpose of promoting universal broadband deployment in unserved and underserved areas of the state and to increase broadband adoption throughout the state for the benefit of all Californians. Specifically, the bill moves the administration of several programs from the California Public Utilities Commission to the Office, and includes provisions that implement the intent of ACA 9.
AB 2330 - Public Health: Cold Spas: This bill creates a distinct regulatory category for cold spas, providing modern safety standards that reflect their unique operational needs while eliminating the "regulatory grey space" that currently burdens local small businesses and complicates enforcement by local agencies.
AB 2402 - Health Studio Contracts: This bill will allow California consumers to engage in world-class facilities, giving consumers more wellness options, while remaining protected under consumer protection laws.
AB 2556 - Jail and Prison Exclusion to Rape Shield Law: This bill would address potential loopholes in California rape shield law which deny legal protections to victims of sexual assault in prisons and detention facilities. Signed by the Governor.
